Electricity suppliers and distribution system operators are legally required to use Datahub for information exchange in the retail electricity market. Energy service providers can also use Datahub when offering services to electricity consumers and market parties. System vendors do not act as Datahub parties themselves; instead, they provide solutions for companies that use Datahub.

Electricity supplier

An electricity supplier is a person, organization, or company that sells electricity or purchases electricity produced by a customer's small-scale production unit.

Below, you will find a step-by-step guide to joining Datahub as a new electricity supplier.

1. Notify the Datahub customer service of your intention to start operations as a new electricity supplier

Contact the Datahub customer service using the Datahub Support form. In the description field of the form, provide information about your company's role and how it intends to use the Datahub system in its business operations. After that, we will contact you.

2. Obtain a GLN identifier

Market parties are identified in Datahub using GLN identifiers. A GLN identifier is a party identifier based on the GS1 system. Market parties must use the same GLN identifier when registering with both Datahub and the Nordic imbalance settlement unit eSett.

The instructions wiki provides an overview of the GS1 system as well as guidance on how to obtain a GLN identifier.

3. Agree on open delivery

The new supplier must make a contract for open delivery. The agreement can be made with a balance responsible party or another party in the open supply chain to guarantee balance responsibility. The balance responsible party is responsible for the supplier’s open delivery, settlement of the electricity balance and reporting. The supplier is responsible for providing the balance responsible party with the information required for these tasks.

The supplier may also act as its own balance responsible party. In this case, it must make a balance settlement agreement with eSett and a balance service agreement with Fingrid. The balance responsible party must follow the conditions of Fingrid’s balance service, which can be found on Fingrid’s website.

A list of balance responsible parties is maintained by eSett.

4. Notify eSett of your intention to start as a new supplier

A new electricity supplier must register with the imbalance settlement unit eSett for national imbalance settlement before starting operations in the retail electricity market in the Nordic countries.

Information on notification deadlines and guidance for new market parties is available in the Nordic Imbalance Settlement Handbook and on the eSett website.

Registration with eSett is a parallel process to joining Datahub and can be progressed at any stage of the Datahub onboarding process (bearing in mind the deadlines for balance structure creations).

5. Read the key guidelines

In addition to the Datahub website, a new market party should familiarize itself with the Datahub system documentation (see in particular the Data model) and the instructions wiki.

6. Sign the agreement on the use of test environments

The agreement on the use of test environments grants the market party access to Datahub’s test environments and Datahub Testing and Certification Service, Tepa. The agreement and its appendix are available in the document list below.

To complete the agreement and its appendix, please provide the following information to Datahub:

  • company name
  • Business ID / VAT ID
  • GLN ID
  • signatory details: name, title, email address, and phone number
  • testing contact details: name, email address, and phone number
  • Datahub administrator details: name, email address, and phone number
7. Datahub provides the party with access to test environments

Once the agreement on the use of test environments has been signed, Datahub will grant the market party access to the test environments and Tepa.

8. Complete Datahub testing and any required certification

If a market party submits information to Datahub via an interface, it must complete Datahub certification. Certification is used to verify that the party’s systems are compatible with Datahub.

Certification is not required if the party only retrieves information from Datahub. However, it is recommended that the retrieval processes to be used are tested in the Datahub test environments before production use.

The scope of certification also depends on the market party’s role. Role-specific test cases are available in Testing and Certification Service.

Questions related to testing and certification, as well as other support requests, can be submitted through Datahub Support.

9. Sign the Datahub service agreement

Once the party has successfully completed certification, it is ready to begin operations in Datahub and the retail electricity market. Before commencing operations, the Datahub service agreement must also be signed.

You can review the agreement template below. To initiate the signing process, the following information must be submitted to Datahub:

  • signatory details: name, title, email address, and phone number
  • a completed party details appendix (see below)
  • a Trade Register extract showing the signatory's right to sign on behalf of the company
10. Datahub opens connections to production environment

After the party has submitted the information required to establish the connections through Datahub Support, the Datahub operator will grant access to the Datahub production environment.

Once the connections have been established, the party can begin operating in Datahub.

11. Announce the start of your operations in the news feed

When a new supplier is about to commence operations, it must announce this in the news feed on the Datahub website.
